Patrick M. Higgins (Major General US Army, Retired) is Goldbelt’s Vice President for Business Development. Working at the corporate level in an Alaska Native Corporation (ANC) environment, he effects coordination within the federal marketplace via direct contact and customer intimacy in the National Capitol Region on behalf of our LLCs, and cross levels information and opportunity knowledge between the LLCs and our Tech, Construction, and Capitol Area Groups.

As a retired Special Operations General, he brings to Goldbelt his 34 years of experience managing large complex efforts in both in the United States Army and in the civilian sector. Throughout his military career he established large organizations, and planned, directed, organized, controlled and coordinated their operational and technical efforts. His command positions required management of contracts and contract employees, management of multimillion-dollar budgets, and the handling of administration and logistics requirements for the performance of large, integrated military operations.
Mr. Higgins also serves as the Contract Manager for Goldbelt’s biggest Contract Award – the Army’s Human Resource Solutions $6.2B Personal Life-Cycle Support Contract, where his long Army career lends him keen insights to the human capital and personnel lifecycle requirements of our soldier community and provides him with the skills required, and authority to act on all contractual matters relating to the daily operations of the HRS PLS contract.

Mr. Higgins holds a Master’s Degree in Strategic Intelligence from the U.S. Army War College and a Bachelor’s Degree in Social Science from Hofstra University.
