The Whiting-Turner Contracting Company is a nationwide General Contractor/Construction Manager. Joanna (Joey) Harmon joined Whiting-Turner (WT) in 1984. In 2002, Joey was named the company’s Corporate Small/Diverse Business Liaison. Joey is charged with educating WT project managers in the procedures and contractual requirements outlined in either FAR Subpart 19.7 (federal) or state diversity programs. With 40 years of construction experience and her acquired proficiency in the federal/state regulations, Joey has become an invaluable resource in all facets of federal/state contract administration.
Joey is an integral part of WT’s continuously expanding outreach program. She attends various procurement fairs, business matchmaking events and trade shows geared to the small and diverse business community. As liaison, Joey explains WT’s organization, project bidding procedures and upcoming subcontracting opportunities.
Along with her federal duties, for the past three years Joey has been the Diversity Workforce Coordinator on the recently completed Port Covington Chapter 1B Infrastructure project otherwise known now as Baltimore Peninsula. She interacted with all subcontractors to complied with all City of Baltimore mandates regarding the MOU of the project especially the workforce initiated with the Mayor’s Office of Employment Development (MOED). In May 2024, Joey received her 40-year service award from Whiting-Turner.
Joey resides in Finksburg, Maryland with her husband, is an avid perennial and vegetable gardener.
